Ps4 going into rest mode while downloading

I went to go check on it again and my ps4 had gone into rest mode automatically and the update was at zero percent yet again.

I'm honestly just irritated at this, especially because the spyro that I was mainly wanting to play is the third one, which requires a download. I'm not even going to be able to play the damn game today because of this. Despite having my settings set to download things while in rest mode, I went into my settings after it initially didn't download to make sure everything was still set properly, which it was.

So what the hell is the issue? Can anyone help me with this?
